    THE first ever export of live slaughter cattle bound for China flew out of Melbourne’s Tullamarine airport on Tuesday. The jumbo jet, or 747-400 cargo plane, has a small consignment of 170 steers, principally Angus and Angus cross, on board that will make the 12 hour journey to Chongqing in Southwest China. It is the first and only permit granted under the historical cattle health protocol agreement which was signed between the Australian and Chinese government mid-august. Earlier in the year Lao Airlines had planned to operate two flights a week between Vientiane and Attapeu. The plan was that on the return journey the flight would transit at Pakxe International Airport in Champassak province to pick up passengers wanting to travel to Vientiane. This plan did not materialise but Lao Airlines can provide an aircraft to take passengers to Attapeu if they arrange a charter flight. The runway at Attapeu is 1,850m long and 30m wide and can accommodate aircraft that have 70 to 100 seats. The airport is located in Xaysettha district, about 26km from Attapeu provincial capital. Construction of the airport began in May 2013 and was completed in April this year. The Hoang Anh Gia Lai Group (HAGL) funded construction of the facility through an interest-free loan of more than US$36.1 million (almost 300 billion kip). Lao President Choummaly Sayasone and Vietnamese President Truong Tan Sang officially opened the new Attapeu International Airport on May 30. It is expected that the airport will help to spur socio-economic development by attracting investment and boosting tourism, as it links Attapeu to other regions through public transport and air freight.

With the scrapping of the AS-2D aircraft program in 1968, the Black Spot aircraft became the prime contenders for Shed Light’s first phase. The Black Spot aircraft were to fit under the "self-contained night attack capability" description and E-Systems of Greenville, Texas was contracted to complete the modifications. These aircraft featured the following sensors: - Autonetics (A division of North American Aviation) R-132 forward looking radar (FLR) to locate targets for closer inspection via Low Light Level TV (LLLTV) and Forward Looking Infrared (FLIR), and featured a Moving Target Indicator (MTI) and automatic tracking capability. - An Avco FLIR. - Westinghouse LLLTV, with automatic tracking. - A Westinghouse laser rangefinder. The LLLTV system was described as having the highest resolution, and was to be the primary means of target location and engagement. The aircraft itself looked radically different visibly from its transport brethren, as the new equipment required lengthening the nose by over 50 inches. Also included was an armament system that could carry BLU-3/B (using the ADU-253/B adapter) or BLU-26/B (using the ADU-272/B adapter) bomblets, or CBU-68/Bs cluster bombs. Both the ADU-253A/B and ADU-272A/B are listed as being used in combat, with no mention of combat drops of CBU-68/Bs. In addition to the offensive armament, two hand operated flare launchers were initially provided, until LAU-74/A automatic launchers could be supplied. Besides the automated nature of the LAU-74/A, the unit only required one loadmaster to operate it. The two aircraft, serial numbers 54-691 and 54-698, were first designated NC-123K in 1968 and then redesignated AC-123K in 1969. These NC/AC-123Ks were first deployed operationally at Osan in South Korea between August and October 1968, and flying in support of operations against North Korean infiltrators approaching by boat. The operations in Korea met with a certain level of success and as a result the NC/AC-123Ks were transferred to South Vietnam in November 1968. Initial escort had been provided by F-4s, but the difference in speed and capabilities had made protecting the lower and slower flying NC/AC-123Ks difficult... The two aircraft were returned to the United States, to Hurlburt Field, Florida in May 1969, where a second round of training occurred.. THE first ever export of live slaughter cattle bound for China flew out of Melbourne’s Tullamarine airport on Tuesday. The jumbo jet, or 747-400 cargo plane, has a small consignment of 170 steers, principally Angus and Angus cross, on board that will make the 12 hour journey to Chongqing in Southwest China. It is the first and only permit granted under the historical cattle health protocol agreement which was signed between the Australian and Chinese government mid-august. It is being treated as a trial shipment by facilitating agents Elders International Trading who will undertake a review of the process with the governments following the flight.

But while most of the attention is focused on the impact these upstarts are having on major network/flag carriers, a less public battle is going on as Asias niche airlines - SilkAir, Nok Air and Bangkok Airways, for example - find their space being challenged by the low-fare wave as well. Neither full-service nor LCC, this band of carriers has fulfilled a role somewhat analogous to the holiday and charter airline segment in Europe, albeit on a much smaller scale. Some are standalone entities plying short-haul routes with turboprop and small jet aircraft. Others exist as part of a major airline organization, flying the last leg of a transcontinental journey into an Asia/Pacific vacation destination. The question is how long they can continue in their role in the face of changing travel patterns and consumer behavior brought on by LCCs, the Internet and rising GDPs. A key year for them is 2015, when Southeast Asias Open Sky Agreement comes into effect, allowing unlimited flights to all 10 ASEAN members: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. Any protections they enjoy from restrictive bilaterals will disappear and they will be fully exposed to aggressive competition from todays batch of LCCs and future new entrants. Perhaps Thailand presents the best microcosm of the wider challenges facing niche airlines. When Thai AirAsia was launched in 2004 with the political support of the government, Thai International Airways, itself government-owned, responded by establishing Nok Air, in which it holds a controlling 39% stake.
