The fourth service is on the Vientiane-Luang Namtha sector and will begin on April 4 with two flights per week on Mondays and Fridays. In addition to these four new routes a further two are planned between Vientiane and Xieng Khuang and Champassak provinces, but the airline has yet to set the schedules. In the past the airline used only 19 seater aircraft on its three northern routes from Vientiane to the provinces of Phongsaly

Earlier in the year Lao Airlines had planned to operate two flights a week between Vientiane and Attapeu. The plan was that on the return journey the flight would transit at Pakxe International Airport in Champassak province to pick up passengers wanting to travel to Vientiane. This plan did not materialise but Lao Airlines can provide an aircraft to take passengers to Attapeu if they arrange a charter flight. The runway at Attapeu is 1,850m long and 30m wide and can accommodate aircraft that have 70 to 100 seats. The airport is located in Xaysettha district, about 26km from Attapeu provincial capital. Construction of the airport began in May 2013 and was completed in April this year. The Hoang Anh Gia Lai Group (HAGL) funded construction of the facility through an interest-free loan of more than US$36.1 million (almost 300 billion kip). Lao President Choummaly Sayasone and Vietnamese President Truong Tan Sang officially opened the new Attapeu International Airport on May 30. It is expected that the airport will help to spur socio-economic development by attracting investment and boosting tourism, as it links Attapeu to other regions through public transport and air freight.

Savannakhet airport cannot accept aircraft larger than the ATR-72 or that have more than 70 seats. The government plans to build a larger airport in Savannakhet, Laos has 12 airports including four nominated as acceptable within Asean that can provide services of international standard. The other airports are only used for domestic flights. The Asean airport scheme is part of preparations for Asean connectivity, including the Asean single aviation market. Asean will implement its Open Skies policy in late 2015. It is believed that, Open Skies will be an important component of the overall economic integration of Asean, since transport links are critical to bringing down barriers to trade, and facilitating change. Asean Open Skies will allow carriers from member states to fly freely only within the region while excluding ‘seventh freedom' rights, which allows airlines to carry passengers or cargo between two foreign countries without any continuing service to their home countries.

Acccording to Lao Airlines Vice President, Somsamay Visounnalath , the decision by the state owned company to acquire more aircraft was part of its efforts to ready the airline in the face of stronger business competition after the Asean Economic Community is formed in 2015. Policy makers believe that the establishment of the Asean Economic Community will make Asean a single market and production base, in which goods and services will be allowed to flow freely within the region. Air travel is one of the services which will be freed up. Asean countries have agreed to open their skies to each other, meaning Lao airlines can fly to any destination within Asean while at the same time other airlines in the region can also fly to Laos, which will create strong business competition among domestic airlines. As part of its efforts to strengthen business capacity ahead of regional economic integration, Lao Airlines has employed experts from Australia to help the One of the challenges that must be addressed before the airline can become a public company is that it must demonstrate that it operates transparently so investors can feel confident in purchasing shares in the company. The company will also need to disclose all of its business operations to shareholders.
